Why some felony charges get declined: Ramsey County releases rare analysis

A new Ramsey County report offers a rare look at why some felony cases never make it to court.

Ramsey County Attorney John Choi released an independent analysis this week from the Justice Innovation Lab on how often prosecutors in his office file charges when police refer cases, and when they don’t, why.

“I really think that there’s mystery, especially for the public, about like, decision making within prosecutor offices, and I think it’s really important for prosecutors to be willing to open their books, right, to show their work,” Choi said.

The analysis found that Choi’s office declined 38.4% of felony cases between 2018 and 2024, while about 61.6% of cases made it to court.
